JUNE 19, 1934 . control of t he Navy Depar tment, (a) fo r the receptio n and trans- mission of press messages offered by any newspaper published in the United States, its Territories or possessions, or published by citizens of the United States in foreign countries, or by any press association of the United States, and (b) for the reception and transmission of private commercial messages between ships, between ship and shore, between localities in Alaska and between Alaska and the continental United States : Provided, That the rates fixed for the reception and transmission of all such messages, other than press messages between the Pacific coast of the United States, Hawaii, Alaska, Guam, American Samoa, the Philippine Islands, and the Orient, and between the United States and the Virgin Islands, shall not be less than the rates charged by privately owned and operated stations for like messages and service : Provided far- and That the right to use such stations for any of the purposes named in this section shall terminate and cease as between any countries or localities or between any locality and privately operated ships whenever privately owned and operated stations are capable of mee ting t he nor mal c ommuni cation requi remen ts bet ween such countries or localities or between any locality and privately operated ships, and the Commission shall have notified the Secretary of the Navy thereof . SPECIAL PROVISION AS TO PHILIPPINE ISLANDS AND CANAL ZONE SEC . 328 . This title shall not apply to the Philippine Islands or to the Canal Zone . In international radio matters the Philippine Islands and the Canal Zone shall be represented by the Secretary of State. ADMINISTRATION OF RADIO LAWS IN TERRITORIES AND POSSESSIONS SEC . 329 . The Commission is authorized to designate any officer or employee of any other de partment of t he Government on duty in any Territory or possession of the United States other than the Philippine Islands and the Canal Zone, to render therein such serv- ices in connection with the administration of the radio laws of the United States as the Commission may prescribe : Provided, That such designation shall be approved by the head of the department in which such person is emp loyed . TITLE 1V-P ROCEDURAL AND ADMINISTR ATIVE PROVI SIONS JURISDICTION TO EN FOR CE ACT AND ORDERS OF COM MIS SI ON SEC TION 401 . (a) The district courts of the United States shall have jurisdiction, upon application of the Attorney General of the United States at the request of the Commission, alleging a failure to comply with or a violation of any of the provisions of this Act by any person, to issue a writ or writs of mandamus commanding such person to comply with the provisions of this Act . (b) If any person fails or neglects to obey any order of the Commission other than for the payment of money, while the same is in effect, the Commission or any party injured thereby, or the United States, by its Attorney General, may apply to the appropriate district court of the United States for the enforcement of such order . If, after hearing, that court determines that the order was regularly made and duly served, and that the person is in diso- bedience of the same, the court shall enforce obedience to such order by a writ of injunction or other proper process, mandatory or other-
