He shall also tr ansmit to Cong ress the recommendations of the Commission on National Historical Publica- tions, and, on January 1 of each year, with the approval of the Council, a list or description of the papers, documents, and so forth (among the a rchives and r ecords of the Government), which appear to have no permanent value or historical interest, and which, with the concurrence of the Government agency concerned, and subject to the approval of Congress, shall be destroyed or otherwise effec- tively disposed of .
