SEC . 3. The right to alter, amend, or repeal this Act is hereby express ly res erved . Approved, June 15, 1933 . [CHAPTER 87 .1 AN ACT To amend the National Defense Act of June 3, 1916, as amended. Be it enacted by the Senate and House of Representatives of the United States o f America in Congress assembled, That section 1 of the National Defense Act of June 3, 1916, as amended, be, and the same is hereby, amended by striking out the same and inserting the followi ng in lieu t hereof " SECT ION 1 . That the Army of the United States shall consist of the Regular Army, the National Guard of the United States, the Nation al Gua rd whi le in the se rvice of the United State s, the Offi- cers' Reserve Corps, the Organized Reserves, and the Enlisted Reserve Corps ." SEC. 2 . That the fourth paragraph of section 5 of said Act be, and the same is hereby, amended by striking out the same and inserting the following in lieu thereof : "Al l poli cies a nd reg ulatio ns aff ecting the or ganiza tion a nd dis - tribution of the National Guard of the United States, and all policies and regulations affecting the organization, distribution, and training of the National Guard, shall be prepared by committees of appropriate branches or divisions of the War Department General Staff, to wh ich sh all be added an eq ual num ber of offic ers fr om the National Guard of the United States, whose names are borne on lists of officers suitable for such duty, submitted by the governors of thei r resp ective State s and Territ ories, and fo r the Distri ct of Columbia b y the Comm anding Gen eral, Dist rict of Col umbia Nati onal Gua rd . "All policies and regulations affecting the organization, distribu- tion, training, appointment, assignment, promotion, and discharge of members of the Officers' Reserve Corps, the Organized Reserves, and the Enlisted Reserve Corps shall be prepared by committees of appropriate branches or divisions of the War Department General Staff to which shall be added an equal number of officers from the Officers' Reserve Corps : Provided, That when the subject to be studied affects the National Guard of the United States or the National Guard and the Officers' Reserve Corps, the Organized Reserves or the Enlisted Reserve Corps, such committees shall con- sist of an eq ual re presen tation from the Reg ular A rmy, t he Nat ional Guard of the United States, and the Officers' Reserve Corps . There shall be not less than ten officers on duty in the War Department General Staff, one half of whom shall be from the National Guard of the United States and one half from the Officers' Reserve Corps . further, That the Chief of Staff shall transmit to the Secretary of War the policies and regulations prepared as hereinbefore prescribed in this paragraph and advise him in regard thereto .
