If the Commission fin ds after such investigatio n that such Res tri cti ng voting holding has the effects described, it shall by order provide for so power of con trolling restricting the exercise of the voting power of such person with respect to such stock or other share capital (by requiring the deposit thereof with a trustee, or by other appropriate means) to the extent necessary to prevent such holding from continuing to have such effects .
