BUREAU OF CONSTRUCTION AND REPAIR For preservation and completion of vessels on the stocks and in ordinary ; purchase of materials and stores of all kinds ; steam steer- ers, st eam cap stans, steam windlas ses, an d all other a uxiliar ies ; labor in navy yards and on foreign stations ; accident prevention ; pur- chase of machinery and tools for use in shops ; carrying on work of experimental model tank and wind tunnel ; designing naval vessels ; construction and repair of yard craft, lighters, and barges ; wear, tear, and repair of vessels afloat ; general care and protection of the Navy in the line of construction and repair ; incidental expenses for vess els and navy yar ds, insp ecto rs' offi ces, suc h as pho togr aphi ng, books, professional magazines, plans, stationery, and instruments for drafting room, and for pay of classified field force under the bureau ; services, instruments and apparatus, supplies, and technical books and periodicals necessary to carry on experimental and research work ; for payment of part time or intermittent employment in the District of Columbia, or elsewhere, of such scientists and technicists as may be contracted for by the Secretary of the Navy, in his dis- cretion, at a rate of pay not exceeding $20 per diem for any person so employed ; for the difference between inactive and active duty pay and allowances of members of the Fleet Naval Reserve transferred thereto after twenty years' naval servic e who may be e mployed as shipkeepers under the cognizance of the Bureau of Construction and Repair ; for hemp, wire, iron, and other materials for the manufac- ture of cordage, anchors, cables, galleys, and chains ; specifications for purchase thereof shall be so prepared as shall give fair and free competition ; canvas for the manufacture of sails, awnings, ham- mocks, and other work ; interior appliances and tools for manufac- turing purposes in navy yards and naval stations ; and for the pur- chase of all other articles or equipage at home and abroad ; and for the payment of labor in equipping vessels therewith and manufac- ture of such articles in the several navy yards ; naval signals and apparat us, oth er than elect ric, na mely, s ignals , light s, lant erns, run- ning lights, and lamps and their appendages for general use on board ship for illuminating purposes ; and oil and candles used in connec- tion therewith ; bunting and other material for making and repair- ing flags of all kinds ; for all permanent galley fittings and equipage ; rugs, carpets, curtains, and hangings on board naval vessel s, 409 Annapolis, Md ., en- gineering ex peri ment station.
