S . C ., title 45, sec . 27), providing for the appointment from time to time by the Interstate Commerce Commission of not more than fifteen inspectors in additio n to the number authoriz ed in th e first paragra ph of se ction 4 of the Act of 1911 (U.S.C.,title45,sec. 26), and the amendment of June 27, 1930 (U . S . C ., Supp . VII, title 45, sets . 24, 26), including su ch legal , techni cal, ste nographi c, and c lerical help as the bus iness of the offices of the chief inspector and his two assistants may re- quire and for traveling expenses, $455,000, together with $16,000 of the unexpended balance of the appropriation for this purpose for the fiscal year 1935, of which amount not to exceed $71,450 may be expended for personal services in the District of Columbia . Valuation of property of carriers : To enable the Interstate Com- merce Commission to carry out the objects of the Act entitled "An Act to amend an Act entitled `An Act to regulate commerce', approved February 4, 1887, and all Acts amendatory thereof, by providing for a valuation of the several classes of property of car- riers subject thereto and securing information concerning their stocks, bonds, and other securities", approved March 1, 1913, as amended by the Act of June 7, 1922 (U. S. C., title 49, sec. 19a), and by the "Emergency Railroad Transportation Act, 1933" (48 Stat ., p . 221), includin g one di rector o f valuat ion at $ 10,000 per annu m, and traveling expenses, $798,000, together with $2,000 of the unexpended ba lance of the app ropriati on for t his purp ose for the fis cal year 1935 . Air m ail : T o enable the Interstate Commerce Commission to per- form the duties imposed upon it by the Act approved June 12, 1934, entitled, "An Act to revise air-mail laws, and to establish a Commis- sion to make a report to the Congress recommending an aviation policy" (U . S . C ., Supp . VII, title 39, sees . 469-469q), as amended by the Act approved August 14, 1935, entitled "An Act to amend the air-mail laws and to authorize the extension of the Air Mail Service" (49 Stat ., p . 614-619), including field hearings, field audits, traveling expenses, contract stenographic reporting services ; office supplies and equipment - purchase and exchange of books, reports, and periodi- c a l s ; $160,000, of which amount not to exceed $130,000 may be tr s`rvices in expended for personal services in the District of Columbia, exclusive of special counsel or spec ial avia tion ass istants for whi ch the e xpen- diture shall not exceed $20,000 . Motor transport regulation : For all authorized expenditures nec- essary to enable the interstate Commerce Commission to carry out the provisions of the Motor Carrier Act, approved August 9, 1935 (49 Stat., pp . 543-567), including one director at $10,000 per annum and other perso nal se rvices in th e Dist rict o f Colu mbia a nd els e- where ; traveling expenses ; supplies ; services and equipment ; not to exceed $1,000 for purchase and exchange of books, reports, and periodicals ; contract stenographic reporting services ; purchase (not to excee d $3,2 50), e xchang e, mai ntenan ce, re pair a nd ope ration of motor-propelled passenger-carrying vehicles when necessary for official use in field work ; $1,700,000 ; of which amount not exceeding $75 ,000 m ay be expend ed for rent in the Distr ict of Colum bia pr o- vided Government-owned facilities are not available . In all, salaries and expenses, Interstate Commerce Commission, $6,922,550 : Pro vid ed, T hat the Com mi ssi on may procure supplies and services without regard to section 3709 of the Revised Statutes (U. S . C ., title 41, sec . 5) when the aggregate amount involved does not exceed $50 .
