District and cooperative office service : For all expenses necessary to operate and maintain district and cooperative offices, including personal services, rent outside of the District of Columbia, traveling expenses of officers and employees, purchase of furniture and equip- ment, sta tion ery and supp lies , ty pewr itin g, a ddin g, a nd c ompu ting machines, accessories and repairs, purchase of maps, books of refer- en ce and period icals, repor ts, do cument s, plan s, spe cifica tions, manu- scripts, not exceeding $300 for newspapers, both foreign and domes- tic, and all ot her publication s necessary for the promotion of the commercial interests of the United States, and all other incidental expenses not included in the foregoing, $328,000 : Provided, That the Secr etary of Commer ce shall requir e as a conditi on for the open ing of a new office or the continuation of an existing office, except in cases where spa ce is available in Federal bui ldings or in Federal buildings for the construction of which contracts have been let, that commercial organizations in the district affected provide suit- able quarters without cost to the Government on and after September 1, 1932 . Enforcement of China Trade Act : To carry out the provisions of the Act entitled " China Trade Act, 1922 " (U. S. C., title 15, sets. 141-162), including personal services, traveling expenses of officers and employees, purc hase of furnitu re and equipme nt, stationery and supplies, typew riting, adding, and computing machines, acce ssories and repairs, purchase of books of reference and periodicals, reports, documents, plans, specifications, maps, manuscripts, and all other publications, rent outside the District of Columbia, ice and drink- ing water for office purposes ; and all necessary expenses not included in the foregoing, $9,0 00, of which am ount not to ex ceed $3,200 may be expended for personal services in the District of Columbia : Pro- vided, That payment in advance for telephone and other similar services under this appropriation is hereby authorized . Export industries : To enable the Bureau of Foreign and Domes- tic Commerce to investigate and report on domestic as well as foreign problems relating to the production, distribution, and marketing, insofar as they relate to the important export industries of the United States, including perso nal services, t raveling expenses of offic ers and empl oyee s, p urch ase of f urni ture and equ ipme nt, sta- tionery and supplies, type writing, adding , and computing machines, accessories and repairs, books of reference and periodicals, reports, documents, plans, specifications, manuscripts, and all other publica- tions, rent out side of the Dis trict of Columb ia, ice and drinking water for offic e purposes, and all other inci dental expenses con- nected therewit h, $527,000, of which amount n ot to exceed $ 520,522 may be expended for personal s ervices in the District of Co lumbia .
