That the provisions of the Act of March 3, 1919 (40 Stat . 1322-1324), and Acts supplemental thereof and amendatory thereto and all other Acts inconsistent with the provisions of this Act are repealed to the extent of such inconsistency . Be it enacted by the Senate and House of Representatives of the United States o f America in Congress assembled, That the consent of Congress is hereby granted to the Mississippi State Highway C ommiss ion to cons truct, maint ain, and op erate a free high way bridge and approaches thereto across the Pascagoula River, at a point suitable to the interests of navigation, at or near Wilkerson's Ferry, Mississippi, in accordance with the provisions of an Act entitled "An Act to regulate the construction of bridges over navi- gable waters," approved March 23, 1906 .
