AVIATION, NA VY For avia tion, a s follo ws : Fo r naviga tional, photogr aphic, aero- lo gical , ra dio, and misce llan eous equi pment , in cludi ng r epair s th ereto , for use with aircraft built or building on June 30, 1936, $700,000 ; for maintenance, repair, and operation of aircraft factory, air sta- tions, fleet air bases, fleet and all other aviation activities, accident prevention, testing laboratories, for overhauling of planes, and for the purchase for aviation purposes only of special clothing, wearing apparel, and special equipment, $14,408,270, including $221,000 for the equipment of vessels with catapults and including not to exceed $50,0 00 for the proc urement of heli um, whi ch sum o f $50,0 00 shall be transferred to and made available to the Bureau of Mines on July 1, 1936, in addition to which sum the Bureau of Mines may use for helium-plant operation in the fiscal year 1937 the unexpended balance of funds transferred to it for such operation in the fiscal year 1936, and the Bureau may lease, after competition, surplus metal cylinders acquired for use as helium containers ; for continuing treP e•elo ping experiments and development work on all types of aircraft, includ- ing the payment of part-time or intermittent employment in the District of Columbia or elsewhere of such scientists and technicists as may be contracted for by the Secretary of the Navy, in his discre- tion, at a rate of pay not exceeding $20 per diem for any person so 000 ; for new construction and procurement of air- New construction . employed, $2,500, craft and eq uipment, spare parts an d acces sories, $20,980 ,000, of which amount not to exceed $6,590,000 shall be available for the payment of obligations incurred under the contract authorization carried in the Navy Appropriation Act for the fiscal year 1936 ; in all, $38,588,270, and the money herein specifically appropriated for "Aviation" shall be disbursed and accounted for in accordance with existing law and shall constitute one fund : Provided, That the sum to be paid out of this appropriation for employees assigned to group IV (b ) and t hose per forming similar servic es carri ed unde r native and alien schedules in the Schedule of Wages for Civil Employees in the Field Service of the Navy Department shall not exceed $1,582,340 : Provided further, That in addition to the amount herein appropriated, the Secretary of the Navy may, prior to July 1, 1937, enter into contracts for the production and purchase of new air- planes and their equipment, spare parts and accessories, to an amount not in excess of $13,000,000 : Provided further, That the Secretary of the Treasury is authorized and directed, upon the request of the Secre tary of the Nav y, to t ransfer not to exceed i n the a ggregate $50,000 from this appropriation to the appropriations "Pay, sub - sistence, and transportation, Navy" and "Pay, Marine Corps" to cover authorized traveling expenses of officers and enlisted men in connection with flying new airplanes from contractor's works to assigned station or ship, including travel to contractor's works and retur n of pe rsonnel to stat ions of duty, a nd the a mount s o trans- ferred shall be in addition to any limitations contained in the appro- priations "Pay, Subsistence, and Transportation, Navy" and "Pay, Designated aviation expenses .
