Francisco Bay Exposition in 1939 at San Francisco, California . San Francisco Bay Whereas there is to be held at San Francisco, California, during E el 19 39 . P ambe . the year 1939 an international exposition which has for its pur- pose the celebration of the completion of the San Francisco- Oakl and Bri dge and the Go lden Ga te Brid ge, and which is designed to depict and exhibit the progress and accomplishments of the Pacific area of the United States in science, industry, busi- ness, transportation, and culture, and which, because of its world ch aract er, will cont ribut e to cord ial relat ions amon g the nat ions of the world ; and Whereas, because of its location and purpose, its scope and aims, said exposition is deserving of the support and encouragement of the Government of the United States of America

Therefore

be it Resolved by the Sen ate an d Ho use of Re pres enta tives of the P reside nt requ ested United States o f America in Congress assembled, That the President to invit e particip ation by fo reign coun tries . of the United States be, and he is hereby, authorized and respect- fully requested by proclamation, or in such manner as he may deem proper, to , invite foreign countries and nations to such proposed exposition with a request that they participate therein . section 815), is hereby amended to read as follows : Unlawful acts by SEC . 16 . That it shall be unlawful for any shipper, consignor, shippers, etc . Unfair devices to ob- consignee, forwarder, broker, or other person, or any officer, agent, tam lower rates for or employee thereof, knowingly and willfully, directly or indirectly, transportation . by means of false billing, false classification, false weighing, false report of weight, or by any other unjust or unfair device or means to obtain or attempt to obtain transportation by water for property at less than the rates or charges which would otherwise be applicable .
