Said Commissioners are hereby authorized and directed to make all reasonable regulations necessary to s ecure such p reserv ation o f publ ic ord er and prote ction o f life and prop erty, and to ma ke special regu lations respec ting the standi ng, movements, and operating of vehicles of whatever character or kind Licenses to peddlers, during said period ; and to grant, under such conditions as they may etc . impo se, sp ecial licens es to p eddler s and vendor s to s ell goo ds, wa res, and mercha ndise on the street s, ave nues, and si dewalk s in th e Dist rict of Columbia, and to charge for such privilege such fees as they may deem proper .
