In case of disobedience to a sub pena the Commissi on may in voke the aid of a ny distri ct or territorial court of the United States or the Supreme Court of the District of Colu mbia in r equiring the atte ndance an d testimo ny of witnesses and the production of documentary evidence, and the court within the jurisdiction of which such inquiry is carried on may, in case of contumacy or refusal to obey a subpena issued to any person, issue an order r equiring such pers on to ap pear befo re the Co mmis- sion, or to prod uce docum entary ev idence i f so orde red or to give evidence touching the matter in question ; and any failure to obey such order of the court may be punished by such court as a contempt thereof . If, after all claims have been passed upon and all awards have been entered, the Commission shall find that the total amount of such awards is greater than the amount that the Government of Mexico has agreed to pay to the Government of the United States in satisfaction of the claims, less the expenses of the Commission, it shall reduce t he awards on a pe rcentage basis to such amo unt, and shall enter final awards in such reduced amounts . The Commission shall be allowed the necessary actual expenses of office rent, furniture, stationery, books, printing and binding, and other necessary incidental expenses, to be certified as necessary by the Commission and approved by the Secretary of State .
