It shall be unlawful for any contractor receiving an Contracto r, etc . , un- o perati ng-dif feren tial s ubsidy unde r titl e VI o r for any charterer'nstly discriminating or giving preference under title VII of this Act unjustly to discriminate in any manner whereeheh asi ner e s t e 008 . so as to give preference directly or indirectly in respect to cargo in which such contractor or charterer has a direct or indirect owner- ship, or p urchase or vending interest ; and whosoeve r shall violate Penalty for violation . this provision shall be guilty of a misdemeanor. SEC. 809. Contracts under this Act shall be entered into so as to Contra ct require- equitably serve, insofar as possible, the foreign-trade requirements "P"s- reference erence to quali- of the Atlantic, Gulf, and Pacific ports of the United States . In fied citizens . awarding contracts under this Act, preference shall be given to per- sons who are citizens of the United States and who have the support, financial and otherwise, of the domestic communities pr imarily in terest ed. SEC . 810 . It shall be unlawful for any contractor receiving an Contractor, etc ., op eratin g-diff erenti al su bsidy under title VI or for a ny charterer Pate unfaia ny d sig of vessels under title VII of this Act, to continue as a party to or to conform to any agreement with another carrier or carriers by water, or to engage in any practice in concert with another carrier or car- rier s by water, which is un justl y disc rimina tory or unf air to any other citizen of the United States who operates a common carrier by water exclusively employing vessels registered under the laws of the United States on any established trade route from and to a United States port or ports . No payment or subsidy of any kind shall be paid directly or indi- vioolat onnt denied for rectly out of funds of the United States or any agency of the United States to any contractor or charterer who shall violate this section . Any person who shall be injured in his business or property by Snit s for inju ries reason of anything forbidden by this section may sue therefor in caused b y violations of any district court of the United States in which the defendant resides section . or is found or has an agent, without respect to the amount in contro- versy, and shall recover threefold the damages by him sustained, Recovery . and the cost of suit, including a reasonable attorney's fee . TITLE I X-MISCELL ANEOUS P ROVISIONS SEC . 901 . Any officer or employee of the United States traveling on official business overseas or to or from any of the possessions of the United States shall travel and transport his personal effects on ships registered under the laws of the United States where such ships are available unless the necessity of his mission requires the use of a ship under a foreign flag : Prov ided, That the Comptroller General of the United States shall not credit any allowance for travel or shipping expenses incurred on a foreign ship in the absence of satis- facto ry pr oof of the necess ity t heref or . SEC. 902 . (a) It shall be lawful for the Commission to requisition any vessel documented under the laws of the United States, during any national emergency declared by proclamation of the President, and when so taken or used, the owner shall be paid the fair actual value of the vessel at the time of taking, or paid the just compensa- tion for the vessel's use based upon such fair actual value (excluding Title ix-Miscella- neous Provisions .
