be an em ploye e of of car shall be duly established to the satisfaction of the said Commis- own e r . sioners or their designated agent, and the said Commissioners or their designated agent shall so find (a) that any such person so con- victed, or who shall have pled guilty or forfeited bond or collateral, was, upon the occasion of the violation upon which such conviction, plea, or forfeiture was based, a chauffeur or motor-vehicle operator, however designated, in the employ of the owner of such motor vehi- cle ; or a member of the same family and household of the owner of it oorr mem seola f fa m. such motor vehicle, and (b) that there was not, at the time of such violation, or subsequent thereto, up to the date of such finding, any motor vehicle registered in the District of Columbia in the name of such person convicted, entering a plea of guilty or forfeiting bond or co llateral, as afo resaid, then in such event, if t he person in whos e name such motor vehicle is registered shall give proof of ability to respond in damages, in accordance with the provisions of this Act (and the said Commissioners or their designated agent shall accept such proof from such person), such chauf feur or other person, as af oresa id, s hall there upon be r eliev ed of the neces sity of gi ving such proof in his own behalf . It shall be the duty of the clerk of the to Copy ofss court order a~r court in which any such judgment or order is rendered or other action taken to forward immediately to the said Commissioners or their designated agent a certified copy or transcript thereof, which said certified copy or transcript shall be prima facie evidence of the facts therein stated . SEC.3. The operator's permit and all of the registration certificates Suspension of per. of any person, in the event of his failure to satisfy every judgment final judgments atis t9ed arising from an accident, or accidents, happening subsequently to the effective date of this Act and which shall have become final by expiration, without appeal, of the time within which appeal might have been perfected or by final affirmance on appeal, rendered against him by a court of competent jurisdiction in the District of Columbia or any State, or in a district court of the United States, for damages on account of personal injury, or damages to property in excess of $100, resulting from the ownership or operation of a motor vehicle by him, his agent, or any other person with the express or implied consent of the owner . shall be forthwith suspended by the said Commissioners or their designated agent upon receiving a certified copy of such final judgment or judgments from the court in which the same is or are rendered showing such judgment or judg- ments to have been still unsatisfied more than thirty days after the same became final, and shall remain so suspended and shall riot be Renewal restricted . renewed, nor shall any other motor vehicle be thereafter registered in his name while any such judgment remains unstayed, unsatisfied, and subsisting, nor until every such judgment is satisfied or dis- charged, except by a discharge in bankruptcy, and until the said person gives proof of his ability to respond in damages, as required j in section 4 of this Act, for future accidents .
