Be it enacted by the Senate and House of Representatives of the United States o f America in Congress assembled, That an ap pro- priation of $20,000 annually is hereby authorized, $10,000 of which shall be for the annual contribution of the United States toward the maintenan ce of the Bureau of the Inter parliament ary Union for the promotion of international arbitration ; and $10,000, or so much thereof as may be necessary, to assist in meeting the expenses Provisos.
