Total, Veterans' Administration, $705,420,000 : Provided, That no part of this appropriation shall be expended for the purchase of oleomargarine or butter substitutes except for cooking purposes . SEC . 2 . In expending appropriations or portions of appropriations contained in this Act, for the payment of personal serv ices in the District of Columbia in accordance with the Classification Act of 1923, as amended, the average of the salaries of the total number of persons under any grade in any bureau, office, or other appropria- tion unit shall not at any time exceed the average of the compensa- tion rates spec ified for the gra de by such Act, as amended, and i n grades in which only one position is allocated the salary of such posi- tion shall not exceed the average of the compensation rates for the grade except that in unusually meritorious cases of one position in a grade, advances may be made to rates higher than the average of the compensation rates of the grade but not more often than once in any fiscal year and then only to the next higher rate : Provided, That this restriction shall not apply (1) to grades 1, 2, 3, and 4 of the c leric al-mec hanic al se rvice ; or (2) to req uire the r educt ion in sala ry of any person whose compensation was fixed, as of Ju ly 1, 1924, in accordance with the rules of section 6 of such Act ; (3) to require the reduction in salary of any person who is transferred from one position to another position in the same or different grade, in the same or different bureau, office, or other appropriation unit

prevent the payment of a salary under any grade at a rate higher than the maximum rate of the grade when such higher rate is per- mitted by the Classification Act of 1923, as amended, and is specifi- cally authorized by other law ; or (5) to reduce the compensation of any person in a grade in which only one position is allocated . SEC . 3 . During the fiscal year ending June 30, 1936, the salaries of the commissioner s of the Intersta te Commerce Comm ission and the commissioners of the United States Tariff Commission shall be at the rate of $10,000 each per annum . SEC . 4. This Act may be cited as the " In depe nden t Of fices App ro- priation Act, 1936." Ap prov ed, February 2, 1935 . [CHAPTER 4.] JOI NT RESOLUTION To prohibit expenditure of any moneys for housing, feeding, or transporting conventions or meetings . W hereas num erous appl ications are being received from vario us organizations requesting lodging, food, and transportation for the purpose of holding conventions or meetings at Washington and elsewhere ; and Whereas the expenditure of Government funds for such purposes is against the policy of Congress : Therefore be it Resolved by the Senate and House o f Representatives o f the United States of America in Congress assembled, Tha t, unl ess s pecif ically provided by law, no moneys from funds appropriated for any pur- pose shall be used for the purpose of lodging, feeding, conveying, or furnishing transportation to, any conventions or other form of assem- blage or gathering to be held in the District of Columbia or elsewhere . This section shall not be construed to prohibit the payment of expenses of any officer or employee of the Government in the dis- charge of his official duties . The President is hereby requested to send a copy of this resolution to the heads of all Government depar tments and agenc ies which have been granted lump-sum appropriations .
