885 in the o pinion of said C ommission, it may deem necessary f rom time to time until the said proceeding or the litigation arising therefrom is completed, the money so paid to be deposited in the Treasury of the United States to the credit of the appropriation account known as ` Miscellaneous trust fund deposit, District of Columbia ' and to be disburse d in the manner provided for by l aw for other expe nditures of the government of the District of Columbia, for such purposes as m ay be approved b y the Public Util ities Commission . Any unex - pended balance of such sum or sums so deposited shall be returned to the utility depositing the same : Provided, Th at the amount expe nded by the Comm ission in any val uation or rate ca se shall not exceed one-half of 1 per centum of the existing valuation of the company investigated, and that the amount expended in all other investigation s shall not exceed one-tenth of 1 per centum of the exist- ing valuation for an y one company for any one year . " SEC . 4 . If any provision of this Act or the application to any per- son or circumstances is held invalid, the validity of the remainder of the Act and of the application of such provision to other persons and circumstances shall not be affected thereby . SEC . 5 . No proceeding or litigation, except a proceeding involving nP ffeted proceedings solely the valuation of the property of any public utility, pending in any court in the District of Columbia on the date of the approval of this Act, shall be affected by any of the provisions hereof . AN ACT To provide for the disposition, control, and use of surplus real property acquired by Federal agencies, and for other purposes . Be it enacted by the Senate and House of Representatives of the United States o f America in Congress assembled, That notwithstand- ing any other pr ovisions of law w henever any real property located outside of the Dist rict of Co lumbia, e xclusive o f military or naval reservations, heretofore or hereafter acquired by any Federal agency, by judicial process or otherwise in the collection of debts, purchase, donati on, condemnation, devise, forfeitu re, lease, or in any other manner, is, in whole or in part, declared to be in excess of its needs by the Federal agency having control thereof, or by the Presi dent on reco mmend atio n of the Secr etar y of the Trea sury , the Director of Proc urement, with the approval of the Secretary of the Treasury, is authorized (a) to assign or reassign to any Federal agency or agencies space therein : Provided, That if the Federal agency to which space is assigned does not desire to occupy the space Accounting. C., title 21, ch . 3) be, and the same is hereby, amended by adding at the end thereof the following section : " SEC. 4. The Secretary of Agriculture is hereby authorized and directed to make and enforce such regulations as may in his judg- ment be necessary to carry out the purposes of this Act ."
