REGULATION 9.-P ER M ITS TO COLLECT MIGRATORY BIRDS FOR SCIENTIFIC PURPOSES Additional restric· A person may take at any time migratory birds and their nests and lions. eggs for scientific purposes when authorized by a permit issued by the Secretary, which permit shall be carried on his person when he is collecting specimens thereunder and shall be exhibited to any person requesting to see the same; except that nothing herein shall be deemed to permit the taking of any migratory game bird during the open season therefor between 4:00 p. m . and 7:00 a. m, of the next succeed- i~ day, standard time, or in any manner or by any means not per- ffiltted by regulation 3 of these regulations. FRANKLIN D ROOSEVELT By the President: WILLIAM PHILLIPS Acting Secretary of State, [No. 2130) ES'!'ABLISHMENT OF CUSTOMS ENFORCEMENT AREA No. 1 BY THE PRESIDENT OF THE UNITED S'1'ATES OF AMERICA A PROCLAMATION WHEREAS section 1 (a) of the Anti-Smuggling Act, npproyed August 5, 1935 (Public No. 238, 74th Congress), provides, among other things, that whenever the President finds and declares that at any place or within any area on the high seas adjacent to but outside customs waters any vessel or vesseJs hover or are being kept off the ~ast of the United States, and that, by virtue of the presence of any such vessel or vessels at such place or within such area, the unlawful introduction or removal into or from the United States of any mer- chandise or person is being or may be occasioned, promoted, or threatened, the place or area so found and declared shall constitute a customs-enforcement area for the purposes of this Act:
