AND WHEREAS it is provided in Article XVII of the said Agree- ment that the Agreement shall come into force on the tenth day following the day of the signature thereof, after proclamation by the President of the United States of America and the President of the Republic of Cuba; N OW, THEREFORE, be it known that I, Franklin D. Roosevelt, President of the United States of America, acting under the authority conferred by the Act of Congress aforesaid, do hereby proclaim and make public the said Agreement and the said Schedules, to the end that every article and clause of the said Agreement and every item of the said Schedules may be observed and fulfilled with good faith by the United States of America and the citizens thereof. IN TESTIMONY WHEREOF, I have hereunto set my hand and caused the Seal of the United States of America to be affixed.
