[668] § 3. In principle, the meetings of the C.C.I .R. shall take place every 5 yea1'8. However, a meeting which has been scheduled may be advanced or postponed by the administration calling it at the request of 10 participating administrations, if the number and nature of the questions to be studied warrant it. [559] § 4. (1) The languages and method of voting used in the plenary assemblies, committees, and subcommittees, shall be those adopted by the last plenipotentiary or administrative conference. [560] (2) However, when a country is not represented by an administration, the experts of the recognized operating companies of that country, in one body, and regardless of their number shall be entitled to one deliberative vote only. [601] § 5. The Director of the Bureau of the Union, or his representa- tive, and the representatives of the other International Consulting Committees, C.C.I .F. and C.CJ.T ., shall have the right to take part in the meetings of the C.C .I.R. in an advisory capacity. 2565 [602) § 6. The internal organization of the C.C .I.R. shall bo governed /'(;." . ,,. 2M " . by the provisions of appendix 14 to the present Regulations. ARTICLE 32 l!.xpenses of the Bureau of the Union [683) § 1. The ordinary expenses of the Bureau of the Union for the ElIpenllM or BUfMu. radio service must not exceed the amount of 200,000 gold francs annually. .. [6M) § 2. However, if an extraordinary expense is incurred for printed matter or for various documents during a year, and the cor- responding revenue is not collected during the same year, the Bureau shall be authorized, in this case only, to exceed the maximum credit provided for, with the unde1'8tanding that the maximum credit for the following year shall be reduced by an amount equal to the above- mentioned excess. [606] § 3. The sum of 200,000 gold francs may be modified later, with the consent of all the contracting parties. ARTICLE 33 Effective Date of the General Regulations [-) The present General Regulations shall go into effect on the Efleetive datE> fir general regulations. fi1'8t day of January, one thousand nine hundred and thirty-four.
