FEB . 13, 1934. 2683 PROTOCOL At the moment of signing the Trea~y of FriendshipbCommerce and Consular Rights etween the United States of America and the Republic of Finland, the under- signed Plenipotentiaries duly au- thorized by their respective Gov- ernments have agreed as follows: 1) Wherever the term "consu- lar officer" is used in this Treaty it shall be understood to mean Consuls General, Consuls, Vice Consuls and Consular Agents to whom an exequatur or other docu- ment of recognition has been is- sued pursuant to the provisions of paragraph 3 of Article XIX, pro- vided however that the customs courtesies accorded to consular officers under Article XXVII shall apply to consular officers en route to their post for the first time, prior to the receipt of an exequa- tur. 2) Upon entering into force of the accompanying Treaty of Friendship, Commerce, and Con- sular Rights, the Agreement ef- fected by exchange of notes be- tween the United States and Fin- land, signed at Washington, D.C ., on May 2, 1925, and also the Agreement effected by exchange of notes between the United States and Finland, signed at Washing- ton~ D.C., on December 21, 1925, sharI cease to be operative. In faith whereof the under- signed Plenipotentiaries have signed the present Protocol and affixed thereto their respective seals.
