It shall be unlawful for any agent or agents, attorney or attorneys, to exact, collect, withhold, or receive any sum of the amount appropriated in this Act in excess of 10 per centulll thereof on account of services rendered in connection with said claim, any contract to the contrary notwithstanding. Any p<:rson violating the provisions of this Act shall be deemed guilty of a misdemeanor and uron conviction thereof shall be fined in any sum not exceeding $ ,000. Approved, June 29, 1935. Be it enacted by tM Senate and Home of Representativcs of the United States of America in Congress assembled, That the Secretary of the Treasury be, and he is hereby, authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Nellie T. Francis, widow of 'Villiam T. Francis, late minister r('si· dent and consul general at Monrovia, Liberia, the sum of $5,000, equal to one year's salary of her deceased husband. Dorr from Gt'noa, Italy, to Barbados. British 'Y('st Indies, in connection with a change of assignment, and such expendi. ture having been charged to the account of said Julian C. Dorr by the Comptroller General on the ground that such shipment shoul~l have been made on an American vessel under the proyisions of section 601 of the Merchant Marine Act, 1928.
