Contribution . 49 Stat . 2017. 5 U.S. C., Supp.II, °° 745-745r . 75TH CONGRESS, 1sT SESSION-CH . 396-JUNE 28, 19 37 tions and investigations held elsewhere than at Washington includ- ing not to exceed $1,000 for expenses incident to attendance at meetings concerned wi th problems o f public offi cials, educa tional groups, Government em ployees as su ch, and other similar org aniza- tions, which are peculiar to the interests and business of the Com- mission, when specifically directed by the Commission ; f o r f u r n i t u r e and other equipment and repairs thereto ; rental of equipment ; supplies ; advertising ; tele graph, teleph one, and laun dry service ; freight and express charges ; street-car fares not to exceed $300 ; stationery ; purchase and exchange of law books, books of reference, directories, subscriptions to newspapers and periodicals, not to exceed $ 1, 00 0 ; c h a r t s ; purchase, exchange, maintenance, and re pair of motor trucks, motorcycles, and bicycles ; garage rent ; postage stamps to prepay postage on matter addressed to Postal Union countries ; special-delivery stamps ; and other like miscellaneous necessary expenses not hereinbefore provided for, $2,350,000 : Provided , Th a t notwithstanding any provisions of law to the contrary, the Civil Service Commission is authorized to expend not to exceed $3,000 of this amount for actuarial services pertaining to the civil service, Canal Zone, and Ala ska Railroad retirement an d disability funds, to be obtained by contract, without obtaining competition,* at such rates of compensati on as the Com mission may d etermine to b e rea- sonable : Provided further, That no details from any executive depart- ment o r independent establishmen t in the Dist rict of Colum bia or elsewh ere to the Co mmission's ce ntral office in Washington or to any of its district offices shall be made during the fiscal year ending June 30, 1938, but this shall not affect the making of details for service as members of the boards of examiners outside the immediate offices of the district managers : Provided further, That the Civil Service Commi ssion shall have power in cas e of emergency to transfer or detail any of its employees to or from its office or field force . For all printing and binding for the Civil Service Commission, including all of its bureaus, offices, institutions, and services located in Washington and elsewhere, $85,000 . CIVIL-SERVICE RETIREMENT FUND For financing of the liability of the United States, created by the Act entitled "An Act for the retirement of employees in the classified civil service, and for other purposes", approved May 22, 1920, and Acts a mendatory thereof (U. S . C ., title 38, sec . 11), $72,392,000, which amount shall be placed to the credit of the "civil-service retire- ment and disability fund." CANAL ZONE RETI REMENT AND DISAB ILITY For financing of the liability of the United States, created by the Act entitled "An Act for the retirement of employees of the Panama Canal and the P anama Ra ilroad C ompany, o n the Is thmus of Pan- ama, who are citizens of the United States", approved March 2, 1931, and Acts amendatory thereof (U . S . C., title 48, sec . 1371n), $500,000, which amount shall be placed to the credit of the "Canal Zone retire- ment and disability fund ." ALASKA RAILROAD RETIREMENT AND DISABILITY For financ ing of the liability of the U nited States created by the Act entitled "An Act for the retirement of employees of the Alaska Railroad, Territory of Alaska who are citizens of the United States", approved June 29, 1936 (49 "tat ., p . 2017), $175,000, which amount
