C ., title 20, sees . 191-194), including not exceeding $80,000 for acquisition of additional land, notwithstanding the limi- tations of said Act of March 4, 1927, erection of buildings, sala- ries in the city of Washington and elsewhere, traveling expenses of empl oyees and advis ory co uncil , and othe r nec essary expe nses, $122,000, of which such amounts as may be necessary may be expended by contract or otherwise for the services of consulting landscape architects without reference to the Classification Act of 1923, as amended, or civil-service rules .
