Appointment, removal, and compensation of necessary per- sons : All persons, other than the Governor of the Panama Canal, necessary for the care, management, maintenance, sanitation, govern- ment, operation, and protection of the Canal and Canal Zone shall- "(a) Be appointed by the President or by his authority ; ~ b) Be removable at the pleasure of the President ; and "(c) Receive such compensation as shall be fixed by the President or by his authority until such time as Congress may by law regulate the same ; and such persons shall be employed and shall serve under such conditions of employment, including matters relating to transporta- tion , me dica l ca re, quar ters , le ave and the comm utat ion ther eof, and office hours and hours of labor, as have been or shall hereafter be prescribed by the President : Provided, however, That salaries or compensation fixed by the President hereunder shall in no instance exceed by mo re than 25 pe r centum the salary or comp ensation paid for the same or similar services to persons employed by the Govern- ment in continental United States : And provided further, That nothing cont ained in this section shal l affect the a pplication to employees of the Panama Canal of the provisions of section 23 of the Independ ent Offices A ppropriation Act, 1935 (48 Stat . 5 22) . " Approved, July 9, 1937 . [CHAPTER 4711 AN ACT To amend Public Act Numbered 467, Seventy-third Congress, entitled "Federal Credit Union Act ." Be it enacted by the Senate and House o f Representatives o f the United States o f America in Congress assembled, That the Federal Credit Union Act is amended by inserting at the end thereof the following new section "SEC. 21. Upon application by any credit union organized under State law or by any Federal credit union organized in accord- ance with the terms of this Act, the membership of which is com- posed exclusively of Federal employees and members of their fam- ilies, which application shall be addressed to the officer or agency of the United States charged with the allotment of space in the Federal buildings in the community or district in which said credit union or Federal credit union does business, such officer or agency may in his or its discretion allot space to such credit union if space is ava ilable withou t charg e for r ent or servic es . Be it enacted by the Senate and House of Representatives of the United State s of America in Congress a ssembled, Th at t he f irst and fourth paragraphs of section 1 of the Act entitled "An Act to allow the bottling of distilled spirits in bond", approved March 3, 1897, as am end ed (U. S . C ., 1934 edition, Supp . II, title 26, sec . 1276), are designated "(1)" and "(6 )", respectively, and the second and third paragraphs of said section are amended to read as follows "(2) Every bottle when filled shall have affixed thereto and pass- ing over the mouth of the same a stamp denoting the quantity of 48 Stat . 522 .
