Resolved by the Senate and House of Representatives o f the United States of America in Congress assembled, That the Commissioner of Internal Revenue be, and he is hereby, authorized to grant addi- tional reasonable extensions of time for filing returns under title III of the Revenue Act of 1936 for the calendar year 1935 and any fiscal year ending on or before August 31, 1936 : Provided, That, except in the case of taxpayers who are abroad, no such extension shall be made beyond June 15, 1937 . [CHAPTER 41] JOINT RESOLUTION To aid ill defraying the expenses of the International Labor Office incident to hol ding its T echni cal T ripar tite Texti le Co nfere nce . Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That there is hereby appropriated, out of any money in the Treasury not otherwise appro- priated, the sum of $15,000 to aid in defraying the extraordinary expenses of the International Labor Office incident to holding its Technical Tripartite Textile Conference in Washington, District of Columbia, in April 1937 : Provided, That $10,000 of this appro- priation shall be available for contribution for such purposes to the In ternat ional Labor Organi zation , and n ot to exceed $5,00 0 shal l be available for expenditure by the Secretary of Labor for expenses incident to holding such conference in Washington, including per- sonal services in the District of Columbia, communication services, stenographic and other services by contract if deemed necessary without regard to section 3709 of the Revised Statutes (U . S . C ., title 41, s ec . 5) , loca l tran sporta tion, statio nery, s upplie s, rep airs a nd alterations, and such other expenses as the Secretary of Labor may deem necessary . Approved, March 15, 1937 . [CHAPTER 43] AN ACT To regulate the sales of goods in the District of Columbia. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That on and after Jut Y 1, 1937, all sales of goods in the District of Columbia shall be made under and iii accordance with the following provisions of law PART I FORMATION OF THE CONTRACT SECTION 1. CONTRACTS TO SELL AND SALES .- (1) A contract to sell goods is a contract whereby the seller agrees to transfer the property in goods to the buyer for a consideration called the "price ." (2) A sale of goods is an agreement whereby the seller transfers the property in goods to the buyer for a consideration called the "price."
