AN ACT Be it enacted by the Senate and House o f Representatives o f the United States of America in Congress assembled, That the Secretary of the Interior in adjudicating State exchanges, under section 8 of the Act of June 28, 1934 (48 Stat . 1269), as amended by the Act of June 26, 1936 (49 Stat . 1976), involving lands embraced in outstand- ing leases under section 15 of said Act issued prior to the filing of the State exchange application, is hereby authorized upon the request of any State to issue patent to the State, subject to such outstanding lease : Provided, That the United States shall not by reason of the iss uance of any such patent s be r equire d to ac count to the State for any money due and collected prior thereto as rent for any part of the then-current annual rental period except as is now provided by law . Be it enacted by the Senate and House o f Representatives of the United States o f America in Congress assembled, That subsection (e) of section 9 of the Trading with the Enemy Act, as amended, is ame nded by i nsert ing a fter the words "un less such natio n in like case e xtends re ciprocal rights to citizens of the U nited Sta tes" a co lon and the following : " Provi ded, That any arrangement made by a foreign nation for the release of money and other property of Ameri- can citizens and certified by the Secretary of State to the Attorney General as fair and the most advantageous arrangement obtainable shall be re garded as me eting this r equirem ent ." Approved, August 24, 1937 . [CHAPTER 746] AN ACT To permit grand-jury extensions to be ordered by any district judge . Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 284 of the Judicial Code, as amended (U . S . C ., title 28, sec . 421), be, and the same is hereby amended to read as follows "SEC . 284 . No grand jury shall be summoned to attend any dis- trict court unless the judge thereof, in his own discretion or upon a notifi cation by th e dist rict a ttorne y that such j ury wi ll be needed , orders a venire to issue therefor . If the United States attorney for any district which has a city or borough containing at least three hundred thousand inhabitants shall certify in writing to a district judge of the district that the exigencies of the public service require it, the judge may , in his discretio n, also order a v enire to issue for a second grand jury . If the United States attorney for the southern district of New York shall certify in writing to the senior district judge of said dis trict tha t the exi gencies of the pu blic serv ice requi re
