SEC . 8. That authority is hereby granted to the State of Oregon, dam, etc ., co nstrue- tine. acting through its highway department, and to the city of Eastside, Coos County, Oregon, a municipal corporation organized under the laws of the State of Oregon, to construct, maintain, and operate, at a point suitable to the interest of navigation, a dam and dike for preventing the flow of tidal waters into Willanch Slough in Coos County, Oregon. Approval of plans . Work shall not be commenced on such clam and dike until the plans t herefor, incl uding plans fo r all accesso ry works, are sub- mitted to and approved by the Chief of Engineers and the Secre- tary of War, who may impose such conditions and stipulations as they deem necessary to protect the interests of the United States .
