Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Treasury be, and he is hereby, authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Joseph A. Ganong, office cadastral engineer at Portland, Oregon, the sum of $51.24, representing payments made by John L. Day, United States marshal for the district of Oregon, for traveling expenses incurred by said Joseph A. Ganong as a witness for the Government in the case of United States against State of Oregon, which pay- ments were disallowed by the Comptroller General of the United States and were subsequently refunded by said Joseph A. Ganong: Provided, That no part of the amount appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any con- tract to the contrary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved, April 14, 1937. [CHAPTER 881 AN ACT For the relief of Cesaria Del Pilar. Be it enacted by the Senate and House of Representatives of the United States of America in Congress asser bled, That the Secretary of the Treasury be, and he is hereby, authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Cesaria Del Pilar, mother of Agapito Lomobos, the sum of $1,500, in full settlement of all claims against the Government of the United States on account of the death of Agapito Lomobos, which resulted from a gunshot wound caused by a pistol bullet fired by a member of a Marine Corps firing party during target practice at the Naval Station, Olongapo, Philippine Islands, on April 25, 1933: Provided, That no part of the amount appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or agents, attorney or attorneys, to exact, collect, withhold, or receive any sum of the amount appropriated in this Act in excess of 10 per centum thereof on account of services rendered in connection with said claim, any contract to the contrary notwithstanding.
