PRIVATE LAWS-CHS. 845847--JUNE 29, 1938 [CHAPTER 845] AN ACT [52 STAT. For the relief of Ford 0. Gotham and James McCumber. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Treasury is hereby authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Ford 0. Gotham, of Watertown, New York, the sum of $2,000, and to James McCumber, of Watertown, New York, the sum of $3,000, in full settle- ment of their claims against the United States for personal injuries sustained when the vehicle in which they were riding collided with an Army truck, August 26, 1932, on New York State Highway Num- bered 3, near Black River, New York: Provided, That no part of the amount appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved, June 29, 1938. Glenn Larmonth. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Treasury is hereby authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to W. Glenn Lar- month, of Watertown, New York, the sum of $739.75, in full satis- faction of his claim against the United States for personal injuries received on July 17, 1928, while acting in his capacity as a United States Commissioner for the Northern District of New York, when an illegal still located in premises at Watertown, New York, which was being dismantled at the direction of a Federal prohibition agent exploded as the result of alcoholic combustion therein: Provided, That no part of the amount appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the con- trary notwithstanding.
