For the Secretary of Agriculture, Under Secretary of Agriculture, Salaries Assistant Secretary, Director of Finance and Budget Officer at $8,500 so long as the position is held by the present incumbent, and for other personal services in the District of Columbia, and else- where, $581,920: Provided, That in expending appropriations or is lited to portions of appropriations contained in this Act for the payment of average rates under personal services in the District of Columbia in accordance with the C42sstat. 1488. 42 Stat. 1488 .
