Strategic and critical materials. Ante, p. 811 . Salaries and expenses: The text of the appropriation for Salaries and Expenses, Branch of Supply, Procurement Division, contained in the Treasury Department Appropriation Act, 1940, is modified as follows: (a) The first proviso is hereby amended to read as follows: "Pro- vided, That the Secretary of the Treasury is authorized and directed during the fiscal year 1940 to transfer to this appropriation from any appropriations or funds available to the several departments and establishments of the Government for the fiscal year 1940 such amounts as may be approved by the Director of the Bureau of the Budget, not to exceed the sum of (a) the amount of the annual compensation of employees who may be transferred or detailed to the Procurement Division, Branch of Supply, respectively, from any such department or establishment, where the transfer or detail of such employees is incident to a transfer of a function or functions to that Division, and (b) such amount as the Director of the Bureau of the Budget may determine to be necessary for expenses other than personal services incident to the proper carrying out of functions so transferred." (b) The fourth proviso limiting to $700,000 the amount which shall be available from the general supply fund for personal services, is hereby amended to read as follows: 'Provided further, That not to exceed $2,000,000 shall be available from the general supply fund during the fiscal year 1940 for personal services. ' General supply fund: To increase the general supply fund estab- lished by the Act approved February 27, 1929 (41 U. S. C . 7c), as amended, fiscal year 1940, $2,000,000.
