SECURITIES AND EXCHANGE COMMISSION For five Commissioners, and other personal services in the District of Columbia, and for all other authorized expenditures of the Securities and Exchange Commission in performing the duties imposed by law or in pursuance of law, including employment of experts when neces- sary; contract stenographic reporting services; supplies and equip- ment; purchase and exchange of law books, books of reference, direc- tories, periodicals, newspapers, and press clippings; travel expenses, including the expense of attendance, when specifically authorized by the Commission, at meetings concerned with the work of the Securities and Exchange Commission; garage rental; foreign postage; mileage and witness fees; rent of quarters outside the District of Columbia; rental of equipment; operation, maintenance, and repair of one motor- propelled passenger-carrying vehicle; purchase of rubber gloves; and other necessary expenses; $5,330,000: Provided, That section 3709 of the Revised Statutes (41 U. S . C. 5) shall not be construed to apply to any purchase or service rendered for the Securities and Exchange Commission when the aggregate cost involved does not exceed the sum of $50. SMITHSONIAN INSTITUTION Administrative ex- For expenses of the general administrative office; for the system pens es . of international exchanges between the United States and foreign Ethnological inves- countries; for continuing ethnological researches among the Ameri- can Indians and the natives of Hawaii and the excavation and pres- setrophysical Ob - ervation of archeologic remains; for maintenance of the Astrophysi- cal Observatory, including assistants, and making necessary observa- tions in high altitudes; for cases, furniture, fixtures, and appliances required for the exhibition and safekeeping of collections; and for National Collection administration of the National Collection of Fine Arts; including personal services, purchase of books of reference and periodicals, Attendanceatmeet- traveling expenses, including not exceeding $1,000 for expenses of attendance at meetings concerned with the work of the Institution when specifically authorized by the Secretary of the Smitllsonian Institution; uniforms for guards, supplies and equipment, prepara- tion of manuscripts, drawings, and illustrations, supplying of heating, lighting, electrical, telegraphic, and telephone service, repairs and alterations of buildings, shops, sheds, and approaches, and other necessary expenses, $386,260.
