S. 213] AGREEMENT BETWEEN THE GOV- ERNEMENTS OF THE UNITED STATES OF AMERICA AND HAITI In conformity with the request of the Minister of Haiti in Wash- ington, D. C . to the Secretary of State of the United States of America, the President of the United States of America has authorized the appointment of officers of the Army of the United States of America to serve in the Republic of Haiti under the con- ditions specified below. TITLE I Purposeand Duration ARTICLE 1-The purpose of this Mission is to cooperate with the President of Haiti, the Chief of Staff of the Garde d'Haiti and with the personnel of the Garde d'Haiti with a view to enhancing the efficiency of the Garde d'Haiti. ARTICLE 2-This Mission shall continue for a period of four years from the date of the signing of this Agreement by the accredited rep- resentatives of the Governments of the United States of America and Haiti, unless sooner termi- nated or extended as hereinafter provided. Any member may be detached by the United States Government after the expiration of two years' service, in which case another member will be fur- nished in replacement. ACCORD ENTRE LES GOUVERNE. TITRE I But et Duree ARTICLE 1-Le but de cette Mission sera de collaborer avec le President d'Haiti, le Chef d'Etat Major de la Garde d'IHaiti ainsi qu'avec le personnel de la Garde d'Haiti au perfectionnement de la Garde d'Haiti. ARTICLE 2-Cette Mission as- surera ses fonctions pendant une periode de quatre ans a partir de la date de la signature du pr6sent Accord par les representants auto- rises des Gouvernements des Etats- Unis d'Am6rique et d'Haiti, a moins que cet Accord ne soit termine ou prorog6 selon les con- ditions prevues ci-apres.
