5, SIrAT.] VENEZUELA-RECIPROCAL TRADE-DEC. 26 , 1941 AND WHEREAS, I find that the proportions of total imports into the United States of America for consumption of such petroleum and fuel oil supplied by the United States of Venezuela, the Kingdom of the Netherlands (including its overseas territories), the Republic of Colombia and by all other foreign countries, respectively, during the calendar year 1939, were as follows: United States of Venezuela 70.4 per centum Kingdom of the Netherlands (including its overseas territories) 21.3 per centum Republic of Colombia 3.2 per centum Other foreign countries 5.1 per centum Now, THEREFORE, be it known that I, Franklin D. Roosevelt, quAocation df taptr' President of the United States of America, acting under the authority leum, etc., 142. conferred by the said Tariff Act of 1930, as amended, do hereby pro- claim that, of the total aggregate quantity of crude petroleum, topped crude petroleum, and fuel oil derived fiom petroleum including fuel oil known as gas oil, entitled to a reduction in the rate of import tax during the calendar year 1942 by virtue of the said item 3422 of Schedule II of the said definitive agreement of November 6, 1939 between the United States of America and the United States of Venezuela, and unless this proclamation is subsequently modified, no more than 70.4 per centum shall be the produce or manufacture of the United States of Venezuela, nor more than 21.3 per centum, the produce or manufacture of the Kingdom of the Netherlands (including its overseas territories), nor more than 3.2 per centum, the produce or manufacture of the Republic of Colombia, nor more than 5.1 per centum, the produce or manufacture of other foreign countries. IN TESTIMONY WHEREOF, I have hereunto set my hand and caused the Seal of the United States of America to be affixed.
