Total, personal services, Office of the Attorney General, $3,024,000: Provided, That not to exceed 5 per centum of the foregoing appro- priations for personal services shall be available interchangeably, subject to the approval of the Director of the Bureau of the Budget for expenditures in the various offices and divisions named, but not more than 5 per centum shall be added to the amount appropriated for any one of said offices or divisions and any interchange of appro- priations hereunder shall be reported to Congress in the annual Budget, and not to exceed $250,000 of said appropriations shall be available for the employment, on duties properly chargeable to each of said appropriations, of special assistants to the Attorney General without regard to the Classification Act of 1923, as amended.
