LIBRARY, DEPARTMENT OF AGRICULTURE Salaries and expenses: For purchase and exchange of reference books, lawbooks, technical and scientific books, periodicals, and for expenses incurred in completing imperfect series; not to exceed $1,200 for newspapers; for dues, when authorized by the Secretary of Agri- culture, for library membership in societies or associations which issue publications to members only or at a price to members lower than to subscribers who are not members; for salaries in the city of Washing- ton and elsewhere; for official travel expenses, and for library fixtures, library cards, supplies, and for all other necessary expenses, $107,030, together with such amounts from other appropriations or authoriza- tions as are provided in the schedules in the Budget for the fiscal year 1943 for such salaries and expenses, which several amounts or por- tions thereof, as may be determined by the Secretary, not exceeding a total of $46,055, shall be transferred to and made a part of this appro- priation, of which total appropriation not to exceed $127,822 may be expended for personal services in the District of Columbia: Provided, however That if the total amounts of such appropriations or authori- zations for the fiscal year 1943 shall at any time exceed or fall below the amounts estimated, respectively, therefor in the Budget for 1943, the amounts transferred or to be transferred therefrom to this appro- priation and the amount which may be expended for personal services in the District of Columbia shall be increased or decreased in such amounts as the Director of the Bureau of the Budget, after a hearing thereon with representatives of the Department, shall determine are appropriate to the requirements as changed by such reductions or increases in such appropriations or authorizations. OFFICE OF EXPERIMENT STATIONS PAYMENTS TO STATES, IIAWAII, ALASKA, AND PUERTO RICO FOR AGRICUL- TURAL EXPERIMENT STATIONS Hatch Act: To carry into effect the provisions of an Act approved March 2, 1887 (7 U. S . C. 362, 363, 365, 368, 377-379), entitled "An Act to establish agricultural experiment stations in con- nection with the colleges established in the several States under the provisions of an Act approved July 2, 1862 (7 U. S . C. 301-308), and of the Acts supplementary thereto", the sums apportioned to the several States, to be paid quarterly in advance, $720,000. Adams Act: To carry into effect the provisions of an Act approved March 16, 1906 (7 U. S . C . 369), entitled "An Act to provide for an increased annual appropriation for agricultural experiment stations and regulating the expenditure thereof", and Acts supplementary thereto, the sums apportioned to the several States to be paid quar- terly in advance, $720,000. Purnell Act: To carry into effect the provisions of an Act entitled "An Act to authorize the more complete endowment of agricultural experiment stations", approved February 24, 1925 (7 U. S . C . 361, 366, 370, 371, 373-376, 380, 382), $2,880,000. Hawaii: To carry into effect the provisions of an Act entitled "An Act to extend the benefits of certain Acts of Congress to the Territory of Hawaii", approved May 16, 1928 (7 U. S .
