[CHAPTER 749] AN ACT For the relief of I. Arthur Kramer. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Treasury be, and he is hereby, authorized to pay, out of any money in the Treasury not otherwise appropriated, to I. Arthur Kramer, of Hempstead, Long Island, New York, the sum of $1,500 in full settlement of all claims against the United States for personal injuries and expenses, and the further sum of $3,000 to said I. Arthur Kramer, father of Georgene Kramer (a minor), in full settlement of all claims against the United States by reason of the death of said Georgene Kramer, growing out of the crash of a United States military airplane at Jerusalem and Florence Avenues, Hempstead, Long Island, New York, on September 2, 1941: Provided, That no part of the amount appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the con- trary notwithstanding. Thornton, of Lexington, Ohio, the sum of $1,000, said sum being in full settlement of all claims against the United States for personal injuries, resulting from a collision on March 31, 1939, when the truck in which she was riding was struck by a vehicle of the Soil Conservation Service near Wellington, Ohio: Provided, That no part of the amount appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding.
