The expression NATIONAL RESERVES shall denote: Regions established for con- servation and utilization of natural resources under government con- trol, on which protection of animal and plant life will be afforded in so far as this may be consistent with the primary purpose of such re- serves. Se entendera por MONU- MENTOS NATURALES: Las regiones, los objetos o las especies vivas de animales o plan- tas de inter6s est6tico o valor hist6rico o cientifico, a los cuales se les da protecci6n absoluta. Los Monumentos Naturales se crean con el fin de conservar un objeto especffico o una especie determinada de flora o fauna de- clarando una regi6n, un objeto o una especie aislada, monumento natural inviolable excepto para realizar investigaciones cientfficas debidamente autorizadas, o ins- pecciones gubernamentales. 4. Se entendera por RESERVAS DE REGIONES VIRGENES: Una regi6n administrada por los poderes pdblicos, donde existen condiciones primitivas naturales de flora, fauna, vivienda y comuni- caciones, con ausencia de caminos para el trafico de motores y vedada a toda explotaci6n comercial. 5. Se entendera por AVES MI- GRATORIAS: Las aves pertenecientes a de- terminadas especies, todos los in- dividuos de las cuales o algunos de ellos, cruzan, en cualquier esta- ci6n del afio, las fronteras de los paises de America.
