Both parties express their willingness as far as possible to expedite shipments. 7. This agreement shall not be understood to modify any agree- ments concerning the exchange of official publications which may be in effect between departments or instrumentalities of the two Governments. I am gratified to advise Your Excellency that the Government of the Republic of Liberia considers the foregoing agreement concluded and in effect from January 15, 1942.
