C . 821-833); printing and 823. binding; lawbooks and books of reference; not to exceed $400 for periodicals, maps, and newspapers; procurement of supplies, equip- ment, and services; rent in the District of Columbia; and all other epedministrative necessary administrative expenses: Provided, That all necessary expenses (including legal and special services performed on a con- tract or fee basis, but not including other personal services) in con- nection with the acquisition, operation, maintenance, improvement, or disposition of any real or personal property belonging to the Corporation or in which it has an interest, including expenses of collections of pledged collateral, shall be considered as nonadminis- Accounting. trative expenses for the purposes hereof: Provided further, That none of the fund made available by this paragraph shall be obli- gated or expended unless and until an appropriate appropriation account shall have been established therefor pursuant to an appro- priation warrant or a covering warrant, and all such expenditures 31U.
