57 STAT.] MEXICO-CONSULAR OFFICERS-AUG. 12 , 1942 (a) to interview and communi- cate with the nationals of the State which appointed them; (b) to inquire into any incidents which have occurred affecting the interests of the nationals of the State which appointed them; (c) upon notification to the ap- propriate authority, to visit any of the nationals of the State which appointed them who are im- prisoned or detained by authori- ties of the State; and (d) to assist the nationals of the State which appointed them in proceedings before or relations with authorities of the State. 3. - Nationals of either High Contracting Party shall have the right at all times to communicate with the consular officers of their country. ARTICLE VII. 1. - Consular officers, in pur- suance of the laws of their respec- tive countries, may, within their respective districts: (a) take and attest the deposi- tions of any person whose identity they have duly established; (b) authenticate signatures; (c) draw up, attest, certify and authenticate unilateral acts, trans- lations, testamentary dispositions, and transcripts of civil registry of the nationals of the State which has appointed the consular officer; and (d) draw up, attest, certify and authenticate deeds, contracts, documents and written instru- ments of any kind, provided that such deeds, contracts, documents and written instruments shall have application, execution, and legal (a) Entrevistar y comunicarse con los nacionales del pais que los nombr6; (b) Investigar cualesquiera in- cidentes ocurridos que afecten a los intereses de los nacionales del pais que los nombr6; (c) Mediante aviso a las auto- ridades correspondientes, a visitar cualesquiera de los nacionales del pais que los nombr6 que hubieren sido encarcelados o detenidos por las autoridades del Estado; y (d) Auxiliar a los nacionales del pais que los nombr6 en juicios o gestiones ante las autoridades del Estado, o en sus relaciones con estas. 3.-Los nacionales de cual- quiera de las dos Altas Partes Contratantes tendran derecho, en todo tiempo, a comunicarse con los funcionarios consulares de su pais. ARTICULO VII. 1.- Los funcionarios consulares, de acuerdo con las leyes de sus paises respectivos, podran dentro de sus distritos correspondientes: (a) Recibir las declaraciones y dar fe de las mismas, de cualquier persona respecto a la cual com- prueben debidamente su identidad; (b) Legalizar firmas; (c) Extender, atestiguar, certi- ficar y legalizar actas unilaterales, traducciones, disposiciones testa- mentarias y constancias de registro civil de los nacionales del pais que haya nombrado al funcionario con- sular; y (d) Extender, atestiguar, certi- ficar y legalizar escrituras, contra- tos, documentos y escritos de cualquier clase, siempre y cuando dichas escrituras, contratos, docu- mentos y escritos deban tener aplicaci6n, ejecuci6n, o producir Notarial acts. 809
