MON CHER MINISTRE, Comme suite a votre note en date du 2 Mars 1943 exposant la procedure du reglement des reclamations relatives aux faits commis par les membres des Forces Arm6es des Etats-Unis en Egypte, j'ai le plaisir de vous informer que le Gouvernement Egyptien est d'accord sur cette procedure mais se reserve le droit de soulever a nouveau la question dans l'avenir s'il apparaissait que, soit d'une maniere gen6rale soit dans certains cas particuliers, cette procedure ne fonctionnait pas d'une faeon propre a rendre justice aux plaignants. Je dois en outre reserver le droit du Gouvernement Egyptien de faire des representations diplomatiques en vue d'un nouvel examen et d'une rectification de la decision lorsqu'il estimera qu'une des decisions de la Commission des Etats-Unis des Reclamations pour le Moyen Orient est injuste. MY DEAR MINISTER: Referring to your note of March 2, 1943, in which there is set forth the procedure for the settlement of claims pertaining to acts com- mitted by the members of the United States Armed Forces in Egypt, I have the pleasure to advise you that the Egyptian Government agrees to the procedure in question but reserves to itself the right to raise the question again in the future if it should appear that this procedure, either in a general way or in connection with certain particular cases, does not operate in such a manner as to do justice to the claimants. I must, furthermore, reserve the right of the Egyptian Government to make diplomatic reservations with a view to re-examination and correction of the decision when it is of the opinion that a decision of the United States Claims Commission for the Middle East is unjust.
