INTERNATIONAL AGREEMENTS OTHER THAN TREATIES [58 STAT. BY THE PRESIDENT OF THE UNTrED STATES OF AMERICA A PROCLAMATION WEREAs, pursuant to the authority conferred upon me by section 350(a) of the Tariff Act of 1930 of the Congress of the United States of America, as amended by the act of June 12, 1934 (48 Stat. 943; 19 u.l . c., Supp. U.S .C., 1940 ed., title 19, sec. 1351(a)), the period within which such authority may be exercised having been extended by joint resolutions of Congress approved March 1, 1937 and April 12, 1940 (48 Stat. 944; i19u. . C ., Spp. 50 Stat. 24; 54 Stat. 107; U.S.C., 1940 ed., title 19, sec. 1352(c)), I entered into a trade agreement, including two schedules annexed thereto, on April 8, 1943, through my duly empowered Plenipoten- tiary, with His Imperial Majesty the Shah-in-Shah of Iran, through his duly empowered Plenipotentiary, which agreement was supple- mented by an exchange of notes between the Secretary of State of the United States of America and the Envoy Extraordinary and Minister Plenipotentiary of Iran at Washington; WHEREAS, by my proclamation of March 31, 1944, I did proclaim the said trade agreement, including the said schedules and notes, to the end that the same and every part thereof should be observed and ful- filled with good faith by the United States of America and all persons subject to the jurisdiction thereof on and after the thirtieth day following the exchange of the said proclamation and the instrument Ante, p. 13. of ratification of Iran as provided for in Article XIV of the agree- ment; AND WHEREAS, the said proclamation and the said instrument of ratification were duly exchanged in Washington on May 29, 1944; Now, T'1F.REFORE, be it known that I, Franklin D. Roosevelt, Presi- dent of the United States of America, supplementing my said proc- lamation of March 31, 1944, do hereby proclaim that the said trade agreement, including the said schedules and notes, will enter into Effective date. force on June 28, 1944, the thirtieth day following May 29, 1944, the day of the exchange of the said proclamation of the President of the United States of America and the said instrument of ratifica- tion of Iran.
