Acquisitionof lands. Restriction. Cross, Distinguished Service Medal, Silver Star Medal, Navy and Marine Corps Medal, and devices in lieu thereof, may be issued and the time within which statements or reports suggesting or recom- mending such awards may be made shall not apply to any case in which (1) the act or service justifying the award was performed during the period commencing December 7, 1941, and ending with the date of the termination of hostilities in the present war and (2) the recom- mendation for official recognition of such act or service was initiated not later than six months after the latter date. The term "date of the termination of hostilities in the present war" means the date pro- claimed by the President as the date of such termination or the date specified in a concurrent resolution of the two Houses of Congress as the date of such termination, whichever is earlier. [CHAPTER 490] AN ACT To revive and reenact and amend the Act entitled "An Act authorizing the county of Gallatin, State of Illinois, its successors and assigns, to construct, maintain, and operate a bridge across the Ohio River at or near the city of Shawneetown, Gallatin County, Illinois, to a point opposite thereto in the county of Union, State of Kentucky", approved July 18, 1939. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Act approved July 18, 1939 (heretofore extended by an Act of Congress approved July 2, 1940), authorizing the county of Gallatin, in the State of Illinois, its successors and assigns, to construct, maintain, and operate a bridge and approaches thereto across the Ohio River, at or near Shawneetown, Gallatin County, Illinois, is hereby revived and reenacted: Provided, That this Act shall be null and void unless the actual construction of the bridge herein referred to be commenced within one year and completed within three years from the date of approval hereof. SEC. 2. Section 2 of such Act of July 18, 1939, as revived and reenacted, is amended to read as follows: "SEC. 2. There is hereby conferred upon the county of Gallatin, in the State of Illinois, its successors and assigns, all such rights and powers to enter upon lands and to acquire, condemn, occupy, possess, and use real estate and other property needed for the location, construction, maintenance, and operation of such bridge and its approaches, as are possessed by railroad corporations for railroad pur- poses or by bridge corporations for bridge purposes in the State in which such real estate or other property is situated, upon making just compensation therefor, to be ascertained and paid according to the laws of such State, and the proceedings therefor shall be the same as in the condemnation or expropriation of property for public pur- poses in such State." SEC. 3. Section 3 of such Act, as revived and reenacted, is amended by inserting the following sentence at the end thereof: "No toll or other charge shall be levied against any employee, civil or military, or any vehicle or conveyance of the United States Government for the use of such bridge in the performance of official duties."
