60 STAT.] 79TH CONG., 2D SESS.-CHS. 893-895--AUG. 8, 1946 [CHAPTER 893] AN ACT For the relief of Felix Napiorkowski. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Treasury is authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Felix Napiorkowski, Holyoke, Massachusetts, the sum of $992. Such sum represents that portion of the aggregate amount of monthly compensation checks for disability issued in favor of the said Felix Napiorkowski by the Veterans' Administration during the period August 31, 1939, to July 31, 1943, which was covered into the Treasury as miscellaneous receipts under the provisions of section 2 of the Act entitled "An Act to restrict or regulate the delivery of checks drawn against funds of the United States, or any agency or instrumentality thereof, to addresses outside the United States, its Territories, and possessions, and for other purposes", approved October 9, 1940. The said Felix Napiorkowski was held as a prisoner by the Germans during such period. No part of the amount appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon con- viction thereof shall be fined in any sum not exceeding $1,000. Approved August 8, 1946. CHAPTER 894] AN ACT For the relief of Harry D. Koons. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Treasury be, and he is hereby, authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Harry D. Koons, of York, Pennsylvania, the sum of $646.18 in full settlement of all claims against the United States for personal injuries and loss of wages and personal property, as a result of an accident involving a National Youth Administration vehicle on March 24,1943: Provided, That no part of the amount appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful2 any contract to the con- trary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved August 8, 1946.
