Nothing herein shall be so construed as to limit the authority of the Director of the Bureau of the Budget to waive or modify apportion- ments as provided in section 3679, Revised Statutes, as amended (31 U. S. C. 665). TREASURY DEPARTMENT COAST GUARD Salaries and expenses, Coast Guard: For an additional amount, fiscal year 1948, for "Salaries and expenses, Coast Guard", $6,050,000; and the limitations thereunder (Public Law 147, approved July 1, 1947) are hereby increased as follows: For "Pay and allowances" from "$72,000,000" to "$76,836,000", and for recreation, amusement, and so forth, from "$50,000" to "$54,000": Provided, That not to exceed $100,000 of the appropriation for "General expenses, Coast Guard, 1948", shall be available for defraying, on a contract basis or otherwise, the expenses of a study of the administrative, management, and fiscal policies and affairs of the Coast Guard, such study to be made by such persons or organizations, as may be designated by the Secretary of the Treasury and the chairmen of the Committees on Appropriations of the House of Representatives and the Senate. The appropriation "Acquisition of vessels and shore facilities, Coast Guard", is hereby reduced by $9,309270, such sum to be carried to the surplus fund and covered into the Treasury immediately upon the approval of this Act.
