WHEREAS the Senate of the United States of America by their Reso- lution of July 31, 1946 (two-thirds of the Senators present concurring therein) did advise and consent to the ratification of the said treaty and protocol; WHEREAS the said treaty and protocol were duly ratified by the President of the United States of America on August 16, 1946, in pursuance of the aforesaid advice and consent of the Senate; WHEREAS the said treaty and protocol have been duly ratified on behalf of the Government of the Republic of the Philippines; Exchange of instru- AND WHEREAS the instruments of ratification of the said treaty and ments of ratification. protocol were duly exchanged at Manila on the twenty-second day of October, one thousand nine hundred forty-six; Effective date. Now, THEREFORE, be it known that I, Harry S. Truman, President of the United States of America, do hereby proclaim and make public the said treaty and accompanying protocol to the end that the same and every article and clause thereof may be observed and fulfilled with good faith, on and from the twenty-second day of October, one thousand nine hundred forty-six, by the United States of America and by the citizens of the United States of America and all other persons subject to the jurisdiction thereof.
