I am pleased to be able to inform you that Public Law 380, a copy of which is attached hereto, which was recently enacted by the Con- gress, amends the Boykin Act by removing present restrictions against the enjoyment by Italy and Italian nationals of the rights granted by the Act, on a finding by the Commission on Patents that Italy grants such rights to the United States of America and its nationals. It is noted that in your note you state that the Government of Italy grants substantially such rights to the United States of America and its nationals.
