Dependent territories of the United Kingdom of Great Britain and Northern Ireland PART I lat-Favoured-Na.tin ariff 1. In each of the territories (except Ceylon) named in Sohodule II of the Trade Agreement between the United KingdcB of Great Britain and Northern Ireland and the United States of America, signed Xorber 17, 1938, the margin of preference, if any, on any product listed in that Schedule in respect of such territory, dhall tot eoed three-fourths of that existing on April 10, 1947, or 2_% ad valeor (or a margin of specific or other duties equivalent to 2% a vbalorem), whichever margin is the smaller, Provided that this andertaldng shall not require the reduction of thEC- ar- n of preference on any product to less than 2% ad valorem (or a margin of specific or other duties equivalent to 2% ad valorem). The Coverment of the United KingdoA, in association with the Goverment of the territory concerned, will, if requested, consult with regard to the imlementation of this undertaking with any contracting party having substantial interest in any product concerned, and, ahould it prove ibpossible in any particular case to give effect to the reduction in amargin of preference required by this undertaking, will agree on measures designed to provide an equitable solution. 2. The reduction of preference provided for in paragraph 1, above, dasll cone into effect at the earliest practicable date and in any event not later than December 31, 1949, but may be made inoperative during the wholo of any calendar year which immediately succeeds a calendar year in which the quantity of general purpose synthetic rubber required to bo consuned in the United States of America under internal quantitative regulations applied pursuant to paragraph 4 of Article Il of this Agreement exceeds 25% of the total oonsumption in the Vaited States of America of natural, synthetic and reclaimed rubber.
